Dear Gun Rights and Privacy Advocate: Yesterday I wrote many of you letting you know of my dismay that the new gun regulations were not fully posted on the Maryland Register. Maryland State Police told me they did not appear on the MSP web site because of programming issues. While I did not receive any official word from the Governor’s office, I was informed of the Governor’s plan to have “five other state agencies help do data entry to help clear up the backlog of gun applications”. I was told that “each agency is expected to do 8,000 applications over the next two days. (Sat & Sun).” My initial reaction was that the individuals who are part of the 40,000 plus backlog might now have a chance of their application being processed before the law going into effect on October 1, 2013. According to an Attorney General’s opinion,anyone not processed before October 1, 2013 would be required to apply for a Handgun Qualification License. As you know that requirement includes fingerprinting and attending a state approved Firearms Safety Training Course prior to the purchase of the firearm.
